Legato is a technique that when you get very good at it you are able to play very smoothly and connected between notes. There are some great Jazz musicians and Rock musicians who have perfected the use of Legato. Legato also allows you to perform notes very quickly as your left hand performs the majority of the work and picking is not very necessary. The technique involved in mastering this articulation is hammer-on and pull-offs. Developing your hammer-on and pull-offs is essential in performing good legato. Some of the famous guitarists you can check out that have excellent legato abilities is Allan Holdsworth, Shawn Lane and Joe Satriani and there are some unknown artists I have seen on YouTube that have really developed this technique.
